There are two ways to operate a retarder - the way you have described where it turns on automatically, and manual use. I've been reading about how the retarder is frequently used to save wear on the service brakes. Is there any kind of 'rule of thumb' about what speeds to use it at before switching to your service brakess? Also, where and what does the retarder control switch look like (button, lever, toggle switch, twist knob)?
Check your settings for the retarder increase/decrease keys and hit the decrease key in-game for a few times. As far as I understand, this is a bug. If you press the apostrophe key, it should go away. The retarder is a part of certain transmission configurations.

Hello, I play everything simulated and I really like it. Now I want to step up my game and become a more hardcore trucker. I know the retarder is a gearbox brake & engine of course an engine brake (I'm used to use the "engine braken" IRL on cars but that's just switching to a lower gear, in here it is different). Any recommendations on how to use them properly?
The retarder uses your transmission to slow the truck down, hence the whirling sound you hear with the retarder engaged. Typically it is used to maintain your speed going down hills to prevent the truck from accelerating to an uncontrollable speed. In real life, you would use your retarder to limit the amount of speed your truck picks up.

When going uphills (or when the weight is higher), the engine uses more torque (or turns faster) while the truck speed is lower, in a highway (or the lighter the truck is) the engine uses less torque while the vehicle speed is higher, so bear in mind that if you wanna take heavy loads with your trucks, a more powerful engine is the way to go.
The CC will use the retarder, regardless. The option you see about "Automatic Retarder", as I said above, is only about having it activate when you use the brakes. The only way CC won't use the retarder is if the transmission doesn't have one. And you can accelerate beyond the set speed. Hitting the accelerator does not disengage the CC.
By default, semicolon (;) turns retarder on, single quote (') turns retarder off. You can reassign the keyboard keys in Options->Keyboard. More specifically: semicolon increases retarder effect, single quote decreases retarder effect. To turn it off via hotkeys, it can take multiple simultaneous presses of ' to accomplish. #4.
