(Or HDMI 2.0 cables or any other number, HDMI cables don't have numbers) HDMI 2.1 is a hardware standard for TV's, AVR's etc. The cable you'd be looking for is an Ultra High-Speed Certified Cable, but they only exist at 3M just now AFAIK and they cost a fortune.
I'm picking up an Alienware AW2721D 1440p 240hz G-Sync Ultimate monitor with 2x HDMI 2.0 (capped at 144hz) and 1x DisplayPort 1.4 (240hz). My laptop is a Razer Blade 14 2021 model which, from what little I can find online, *seems* to have a full bandwidth HDMI 2.1 port on it.
Nov 10, 2021. Solution. #2. HDMI is backwards-compatible. So your TV's HDMI 1.4b port limits the amount of bandwidth to the HDMI 1.4 specification. HDMI 1.4 can display 4k (3840x2160)@30hz and 1920x1080@120hz (and a bunch of in-between resolutions and refresh-rates). HDMI 2.1 can display 10k (10240 × 4320)@120hz and everything "below" that.
It's running at hdmi 2.0 because that's all the monitor supports I believe. So maybe you won't be able to max out the Hz to 165 Hz on yours if you enable freesync. If your laptop has thunderbolt 4 usb-c out, you could try getting an hdmi 2.1 or DP adapter instead of using the baked in 2.0 port. SlickRazer.
Displayport 1.4a (which is what the 4090 has) can do 32.4GB/s while HDMI 2.1 can do 48GB/s. DP 1.4a also has display stream compression. This is what allows it to do 4k120 with HDR. You're effectively compressing your bit depth on one end then un-compressing it on the other end.

Make sure your HDMI 2.1 compatible TV has the latest firmware updates (see below). Activate HDMI 2.1 support, HDMI 2.1 Variable Refresh Rate support, or G-SYNC Compatible support in your TV’s settings menus (each manufacturers’ settings and options differ, so please refer to the manufacturer’s manual and/or website for steps).
BTW, HDMI 2.1 is not necessary to stream Dolby or DTS in any of their myriad flavors. HDMI 2.0 or HDMI 1.4 will do just fine. Video, of course, is another subject all together. True 4k 120hz requires hdmi 2.1 48Gbps. Hdmi 2.0 is 18Gbps and limited to 4k 60hz. You may be able to use 4k 120hz at 8bit and a reduced color of 4:2:0 which means no HDR, so it would impact image quality significantly.
